Library District Task Force

In March 2018, the Board of County Commissioners authorized the creation of a Library District Task Force to examine areas of concern, including (but not limited to):

  • sufficiency and sustainability of library funding to address both capital and operational needs
  • permissible uses of District funds
  • evaluation of service standards

In subsequent discussions with the Library District Advisory Committee (LDAC), LINCC Library Directors and City officials, additional topics to be discussed by the Library District Task Force were suggested, including (but not limited to) equity of the current District funding formula, challenges in capital funding and evaluation of current service area boundaries.

The Library District Task Force will be charged with the following purposes:

  1. To identify current and future challenges facing the Clackamas County Library District. It is anticipated the Library District Task Force will focus on three primary areas: provision of library services, sufficiency and sustainability of library funding, and governance of the Library District.
  2. To develop the charges for and receive the reports and recommendations of three standing subcommittees, as follows.
    1. Library Services Subcommittee
    2. Library Funding Subcommittee
    3. District Governance Subcommittee
  3. To develop the charges for and receive the reports and recommendations of any additional subcommittees deemed necessary by the Library District Task Force.
  4. To submit a final report to the Board of County Commissioners (in their dual role as Board of County Commissioners and Library District Governing Board) containing recommendations to ensure the long-term, sustainable delivery of quality library service to the residents of the Clackamas County Library District.
  5. To determine and adopt such rules or procedures as are necessary to facilitate the work of the Library District Task Force and its subcommittees, consistent with the Clackamas County Advisory Body & Volunteer Code of Conduct Policy and Oregon Public Meetings Law.

Library District Advisory Committee

According to the Library District and Library City Intergovernmental Agreement, the Library District Board shall organize and appoint a Library District Advisory committee consisting of one nominee from each Library City. The Library District Board shall appoint the individual nominated by the Library City governing body to fill the service area's representative seat. The Library District Advisory committee shall be responsible for meeting at least annually to consider: (i) the evaluation reports of participating libraries as submitted, (ii) any proposed changes to this Agreement pursuant to the amendment process, and (iii) any impact of the annexation or withdrawal of territory from the District.

Attachment to the Library District Advisory Committee Meeting Agenda

  1. Public Comment-

    Citizen and community group sign-up forms will be available at each regular committee meeting. At the time on the agenda designated for public comment any member of the public desiring to address the committee must first be recognized by the Chairman and then state their name and address for the record. The committee has set a five-minute time limit for comments. It is requested that groups with like comments choose a spokesperson to present joint remarks.

    In general, committee members will not respond to comments made during the public comment agenda time, except to ask clarifying questions. Any public requests for committee action will be referred to staff for review before placing on a future agenda.

Budget - Library District Financial Information

The Library District was established in 2008 when voters approved a countywide Library District for Clackamas County. 

  • The Library District is a County Service District formed under ORS Chapter 451.
  • The permanent rate approved by voters in November 2008 was $0.3974 dollars per thousand of assessed value.

The District functions as a fiscal agent by distributing property tax revenues raised to participating local governments who operate libraries within Clackamas County. The small city of Johnson City is the only area in Clackamas County that is not part of the Library District.  These funds are used for the operations and support of one Clackamas County Library branch, Oak Lodge, and 11 city libraries:

  • Canby
  • Estacada
  • Gladstone
  • Happy Valley
  • Lake Oswego
  • Milwaukie
  • Molalla
  • Oregon City
  • Sandy (including a branch at Hoodland)
  • West Linn
  • Wilsonville

100% of all funds collected are distributed to public libraries within Clackamas County for library operations. As part of their explanation of the Library District proposal, the Board of County Commissioners indicated to voters that the County will provide all necessary administrative support to the Library District for the collection and distribution of property tax revenues and will provide staff support to the Library District Board and the Library District Advisory Committee. There is no operating budget and the Library District has no staff.

Budgets

Each year by June 30 the Board is required to adopt a budget for the upcoming fiscal year. Fiscal years run from July 1 through the following June 30. This annual budget serves as the foundation for the District's financial planning and control. The budget is prepared by fund in accordance with Oregon Budget Law.

Financial Reports

The District is also required to have an annual independent audit and prepare an Annual Financial Report (AFR). The AFR provides information based upon the revenues and expenditures for government-wide and fiduciary activities in accordance with Government Auditing Standards.
