Adult Substance Abuse Treatment Program

Our goal is to provide the treatment that best fits the needs of each individual. We provide services for both voluntary and court mandated individuals. We also provide specific services for individuals who are parenting, who have trauma histories and for those who are dealing with significant emotional and behavioral challenges.

We believe that regular attendance is critical for treatment to be beneficial. Completing treatment means developing goals that support an appropriate change regarding substances of abuse or dependence, both during and after treatment.

Youth Substance Abuse Treatment Program

Prevention, early intervention, outpatient therapy and after care treatment services are available for children and youth experiencing, or at risk of, developing alcohol or drug abuse problems. We work closely with youth to identify and make progress on their personal recovery goals. Treatment services include:

  • Early Intervention
  • Alcohol and drug assessment
  • Individual, family and group therapy
  • Group and family education
  • Urine analysis to monitor use and progress in treatment
  • Relapse prevention planning
  • Continuing therapy in after care

Services for Severely and Persistently Mentally Ill Adults

This program provides comprehensive services for severely and persistently mentally ill adults.

Community Support Team (CST) is designed to assist individuals with stabilizing and controlling their psychiatric symptoms; providing housing assistance; developing a network of support for individuals, their families and friends; and creating opportunities for employment or other meaningful daily activity.

CST services promote independence, productivity and community integration, with our clients being encouraged and supported to be active in decisions and in the development of their own individual treatment plans. The type, intensity and sources of services reflect individual needs and preferences and promote independence. Services are flexible and are primarily provided in our clients' homes and the community. Services available include:

  • Skills training
  • Case Management/ Resource Coordination
  • Supported Housing
  • Supported Employment
  • Medication Management/ Medication Skills Training
  • Cognitive-Behavioral Therapy
  • Substance Abuse Treatment

OLD Treatment Courts

Treatment court participants must be willing to participate in a rigorous treatment and recovery program under close judicial supervision and monitoring. These courts make use of probation and/or parole officers, frequent drug testing, outpatient addiction and mental health treatment services, incentives for participation and immediate sanctions for failure to follow through with treatment and monitoring directives. Clackamas County Behavioral Health provides three types of treatment courts for adult offenders:

Treatment courts are voluntary. Individuals entering these court programs must be willing to follow the rules of the treatment court program. Each Treatment Court has different criteria for participation.  Clackamas County treatment court programs will not work with individuals charged with violent crimes like rape, murder or arson.

To find out if you qualify for one of these programs contact your attorney or, if you are already sentenced, your Probation or Parole Officer, and ask to be referred to one of the treatment court programs. As part of the referral process you will be required to attend and observe a treatment court session. If you are still interested in participation after observing the court proceedings, you will be screened for eligibility by one of our behavioral health team members.

If accepted in to the program, a treatment plan will be developed. The Judge will require regular attendance at treatment court sessions in addition to the counseling services and Community Corrections requirements.

Mental Health Court

Each individual enrolled in this program will be under the supervision of Clackamas County Community Corrections. A diagnosis of a major mental illness is required (e.g., schizophrenia). Referrals may come from treatment providers, Community Corrections, attorneys, Jail Mental Health staff and the DA's office.

Adult Drug Court

Each individual enrolled in this program will be under the supervision of Clackamas County Community Corrections. A diagnosis of dependence on one or more substances is required for this program. This program accepts individuals who have not been successful in traditional outpatient programs. Referrals may come from treatment providers, Community Corrections, attorneys, Jail Mental Health staff and the DA's office.

DUII Drug Court

Each individual enrolled in this program will be under the supervision of Clackamas County Community Corrections or the court. A diagnosis of dependence on one or more substances is required for this program. This program accepts individuals who have multiples DUIIs, and who have not been successful in traditional outpatient programs. Referrals may come from treatment providers, Community Corrections, attorneys, Jail Mental Health staff and the DA's office.

Medical Services

We provide quality health care at an affordable price for the entire family. Our skilled, bilingual medical staff work with patients of all ages for anything from regular checkups and treatment of the common cold, to managing chronic conditions such as high blood pressure, diabetes and more:

Clackamas Health Centers will not provide narcotics for pain on the first visit.

Payment

We accept Oregon Health Plan (OHP)/Medicaid, Medicare, and many private plans. For those without insurance or who are underinsured, we offer services on a sliding scale based on income (proof of income required) with a fee of at least $20 to be paid for medical visits at the time of appointment.

Mental Health Services

Our Mental Health Specialist and Behavioral Health Consultant are onsite to provide outpatient counseling services to our established medical patients for behavioral health. These services are provided to patients to assist in overcoming dependencies, adjusting to life and making changes.

We accept all forms of insurance with mental health coverage. For those without mental health coverage, please contact the Clackamas County Behavioral Health Division at 503-742-5335.

We currently accept new uninsured patients for urgent problem focused appointments only.

For uninsured or underinsured patients, we offer urgent dental services on a sliding fee scale based on household income. A minimum of $40 (and up to $215) is required at the time of the visit, and will be applied to the bill. In order to be eligible to receive the sliding fee discounts, proof of household income is required.

Our Providers

To best meet the needs of our patients, our staff is divided into patient care teams. Each care team, or "pod," works in partnership with the patient to strengthen his or her motivation for a commitment to change. The patient is at the center of the care team and is surrounded by the support of family, medical providers, nurses, medical assistants and counselors, all working together to improve the health of the patient.

Angie Amundson, FNP

Angela Amundson, FNP received her undergraduate training in the Biological Basis of Behavior from the University of Pennsylvania and her graduate training in Family Nursing Practice from the George Washington University. Angela has a background in social services and addictions nursing prior to coming to Clackamas Health Centers first as a Registered Nurse in 2011 and then as a Family Nurse Practitioner in 2015. When she is not working, Angela loves to spend time with her family biking, running and swimming in the beautiful Pacific Northwest.

Dr. Chris Anderson

Dr. Chris Anderson

Chris attended University of Alabama-Birmingham School of Medicine. He has lived in Portland, OR since 1998. He performed his residency for three years at Peace Health in Vancouver, WA. He has previously worked at Sea Mar clinic in Vancouver, WA and at Providence clinic in Milwaukie, OR. Chris has over 20 years of practicing medicine. He is also fluent in Spanish. When not working, he enjoys hiking, Taekwondo, disc golf and paragliding.

Brian Bizub, MD

Brian attended the University of Wisconsin School of Medicine and Public Health for medical school and completed his residency at Providence Milwaukie Family Medicine. He enjoys trail running, rock climbing, hiking, and ultimate frisbee outside of work. He sees patients of all ages.

Mary Leone, FNP

Mary attended Ohio State University and worked as a nurse for 2 years before becoming a Family Nurse Practioner in 2018. Shortly thereafter, she moved to Portland, OR and worked at Outside In Medical Clinic before arriving at Sunnyside Health Center. Outside of work, Mary enjoys spending time with family and friends, hiking and being outdoors, playing with her dog and experiencing all the great things this beautiful city has to offer.

Dr. Aubrey Miller

Dr. Aubrey Miller

Dr. Aubrey Miller completed her undergraduate education at UC San Diego and graduated with a major in Human Biology and a minor in American Sign Language. She graduated from medical school at the University of Iowa and completed her residency at Providence Milwaukie Family Medicine. She enjoys working with patients from diverse backgrounds and learning about different cultures as well as advocating for the health needs of the community. In her free time, she enjoys doing anything outdoors including hiking, kayaking, horseback riding, and running. Dr. Miller sees all ages and pregnant women.

Alex Pandzik, FNP

Alex Pandzik, FNP - Clinic Lead

Alex Pandzik FNP-c is a graduate of the Samford University Family Nurse Practitioner program. He completed preceptorships in Arizona, Oregon and Kansas. He was born in Kansas and lived in Nebraska prior to moving to Portland for further education. Interests include preventive medicine, nutrition, foreign language and fitness. He and his wife take care of a small dog with a big personality. He speaks Spanish and English.

Supported Employment and Supported Education Program

Our goal is to foster an individual's talents, strengths, and desires to assist in developing a career path that leads towards achieving their career and/or educational goals.

For people living with mental health conditions, decent work can contribute to recovery and inclusion, improve confidence and social functioning.

Supported Employment (SE)

The job search begins immediately after the Individualized Job Search Plan has been created. Part of the employment process consists of job seekers enrolling in Vocational Rehabilitation Services (VR), the Ticket to Work Program (TTW), and Work Source Oregon (iMatch System). For clients receiving SSI or SSDI, we can connect them to Disability Rights Oregon (DRO) for a Benefits Analysis to learn how to maintain their current benefits and work. Each Supported Employment Specialist (SES) meets regularly with clients in-person or via zoom.

The Supported Employment (SE) program uses the Individual Placement and Support (IPS) model, an evidence-based employment service that helps people with mental illness obtain and maintain employment. The services are modeled and guided by eight guiding principles for its service delivery:

  1. Zero Exclusion
    The only requirement is wanting a job.
  2. Competitive Employment
    Jobs are open to any applicant.
  3. Rapid Job Search
    Search begins within 30 days.
  4. Systematic Job Development
    A clear plan developed by the job seeker and ES to obtain and retain a job.
  5. Consumer Preferences
    Help looking for the job you want.
  6. Services are integrated with Mental Health Treatment Teams
    Integrated support from your therapist, case manager, and/or peer.
  7. Benefits Planning & Counseling
    Information to know how your benefits could be affected by work and how to maintain them if desired
  8. Time Unlimited Supports
    Individualized support for up to a year after obtaining a job or until you have met your work goals

Supported Education (SEd)

SEd is for clients who want to further their education and training, whether to obtain a GED, high school diploma, vocational certification, or associate, bachelor, or master degree. All eligible adults enrolled in services are welcome if they want to pursue an educational goal. We assist with career planning, financial aid applications, scholarship applications, college applications, and connecting them to resources both off and on campus to ensure their success as they embark on their educational journey.

Margaret began supervising Health Centers Behavioral Health's (HCBH) Community Support Team (CST) in 2016. She supervises the Supported Employment and Supported Education Program for all HCBH Teams as well as Therapists, Case Managers, Housing Specialists, Interns, and Peers on the CST Team.

Trina is our Lead Employment Specialist and has been with Clackamas County for over 10 years. She works with the Community Support and Treatment Court Services Teams. She has helped many clients obtain their dream job and working their way off social security (SSI). During her first year with the SE Program, she helped us earn an Award for being #1 in the state.

Cindy joined the SE Team in 2020 as the Bilingual ES and became the Bilingual Education Specialist in 2023. She enjoys doing the work of both jobs. I have had clients tell me they never thought they could find a job because they had never worked a day in their life. After helping them achieve their employment goals they thanked me for giving them the freedom to be seen, heard, and validated.

Madison joined the SE Team in 2021 as the Employment Specialist on the Adult Intensive Treatment Team (AITT). She is passionate about the mission of the SE program. "When we think about mental health treatment, employment may not be the first thing that comes to mind. However, having a job plays a significant role in helping people heal and improve their mental health symptoms. It can help provide structure, stability, a community, self-confidence, and a sense of purpose. This program plays a vital role in improving the lives of clients every day, and I am proud to be a part of it!"

April is the Employment Specialist on the Sandy and CST Team. She joined the SE team in 2023 bringing over a decade of employment training and experience.
