A Voter’s Guide to the May 20, 2025 Special District Election

Clackamas County Clerk and Elections conducts federal, state, and local elections for all voters living in Clackamas County. The special district election will be held on May 20, 2025 and includes local measures as well as special district candidates for local school, water, fire, and other districts. Where you live determines what is on your ballot.

Register to vote or update your voter registration information

Qualifications to be a voter in Oregon:

You can register to vote if you are a resident of Oregon, a citizen of the United States, and you are at least 16 years old. You will get your first ballot in the mail when you are at least 18 years old.

Register to vote: The Voter Registration Deadline is April 29, 2025.

• Register to vote online at the Oregon Secretary of State website oregonvotes.gov. You must have an Oregon driver's license or identification card to sign up online. The deadline to register to vote online is April 29, 2025 at 11:59 p.m.
• Register to vote by filling out a paper Oregon Voter Registration Card. You can get a paper card at the Clackamas County Elections office, your public library, Oregon Department of Motor Vehicles (DMV) office, or post office. Your paper form must be returned to the elections office or mailed with a postmark no later than April 29. Clackamas County Elections will be open until 7 p.m. on the Voter Registration Deadline, April 29, 2025.

Interested in running for local office?

The filing period for special district candidates is Feb. 10 – March 20 at 5 p.m. to run to serve on a school, fire, water or other district boards. Candidate statements are due by March 24 at 5 p.m. to be included in the County voters’ pamphlet. There will be a candidate open house for the special district election on Tuesday, Feb. 18 from 2 – 3 p.m. at the elections office. Contact Clackamas County Elections for more information.

Sign up for Track Your Ballot!

Trust that your vote counts with simple, secure mail ballot tracking. Know where your ballot is in the voting process – from mailed to accepted. 

As a Clackamas County voter, you can sign up to receive alerts via text, phone, or email. Know when your ballot is mailed to you. After you vote and return your ballot, be alerted when it has been accepted for counting. Your vote remains anonymous and confidential.

Sign up online for Track Your Ballot at clackamas.us/elections/track-your-ballot. This service is free for the voter.

Getting your ballot

Clackamas County Elections mails ballots to all eligible voters beginning Wednesday, April 30. If you do not receive your ballot by May 8, contact Clackamas County Elections for assistance.

Voters who will be away from home on Election Day can request an absentee ballot. Absentee ballots can be mailed to your temporary address or picked up at the elections office beginning April 7.  Contact Clackamas County Elections to request an absentee ballot.

Two voter service locations to serve you! 

Clackamas County Elections will open a pop-up vote center inside the Happy Valley Library starting May 5 for voters needing assistance. The Happy Valley Vote Center provides a closer choice for voters in Happy Valley, Sandy, Damascus and other north-east communities. Voters can choose the location that works best for them.

Each voter service location is staffed by sworn election officials. At the vote center citizens can replace a lost or damaged ballot, update voter registration information, get voting assistance if they have a disability, get voting assistance in a preferred language, return their voted ballot, or vote in person. 

Hours for both locations:

Monday – Friday 8:30 a.m. – 5 p.m.

Saturday, May 17, 10 a.m. – 2 p.m.

Election Day, Tuesday, May 20, 7 a.m. – 8 p.m.

Twenty-five Official Ballot Drop Sites

Two ways to return your voted ballot – by mail or Official Ballot Drop Site

• Mail your voted ballot back with a valid postmark on or before Election Day, May 20, 2025. No stamp needed! 
• 24-Hour Official Ballot Drop Sites are located throughout the county. You may deposit your ballot at any official ballot drop site in the state until 8 p.m. on Election Day, May 20, 2025. Find your nearest Official Ballot Drop Site below or at clackamas.us/elections.

May 20, 2025 Special District Election Countdown 

• April 29 – Voter Registration Deadline. Clackamas County Elections Oregon City office open until 7 p.m. to serve voters.
• April 30 – Clackamas County Elections mails ballots to voters. Official Ballot Drop Sites are opened.
• May 5 – Happy Valley Vote Center opens in the Happy Valley Library.
• May 8 – All eligible voters should have received their ballots. Contact Clackamas County Elections if you have not received your ballot.
• May 17 – Clackamas County Elections Oregon City office and Happy Valley Vote Center is open Saturday, 10 a.m. – 2 p.m. 
• May 20 – Election Day! Clackamas County Elections Oregon City office and Happy Valley Vote Center are open 7 a.m. – 8 pm. Unofficial Elections Results will be posted online at clackamas.us/elections starting at 8 p.m.
• June 13 – County Clerk certifies election.
