Filing for Candidacy

Candidates may file for candidacy one of two ways:

1. Filing by Declaration

Fill out and turn in SEL 101 (Filing of Candidacy for Nonpartisan Nomination); and pay the filing fee

2. Filing by Nominating Petition

Step 1 - Prospective Petition:

To begin the signature sheet approval process candidates must file the following forms with County Elections office.

  • SEL 101 - Candidate Filing – Marked Prospective Petition and designating circulator pay status
  • SEL 121 - Candidate Signature Sheet – Nonpartisan with all fields completed.

Step 2 - Approval to Circulate

Upon receipt, elections official will review for required information and will provide written approval to circulate the prospective nominating petition that includes:

  • petition number
  • number of signatures required
  • filing deadline

All signature sheets must be approved in writing by the elections official before circulating. Failure to do so will result in the rejection of the signature sheets.

Step 3 - Gathering Petition Signatures

After approval, the candidate must review with circulators the legal requirements and guidelines for circulating a candidate nominating petition. The candidate/circulator may now begin gathering signatures. Failure to comply with the legal requirements and guidelines will result in rejection of those sheets. A candidate is advised to obtain more than the required number of signatures to ensure the petition has a sufficient number of valid signatures.

Step 4 - Signature Verification

The candidate submits the signature sheets to the appropriate county elections official for verification allowing sufficient time for the verification process to be completed prior to the filing deadline.

Before submitting the signature sheets for verification, the candidate must:

  • ensure each signature sheet certification is signed and dated by the circulator
  • number each signature sheet sequentially within each county in the space provided

The county elections official verifies the original signatures against the voters’ registration record and returns the certified signature sheets to the candidate.

Step 5 - Completing a Petition

To complete the petition process a candidate must file signature sheets with the elections office. The elections official will review each signature sheet to ensure that sheets are numbered sequentially and that the circulator’s certification is sufficient. The signatures will be verified and processed. The valid signatures will be tabulated. If the elections official determines the petition does not contain the required number of valid signatures and the filing deadline 

Voters' Pamphlet Statements

After filing, a candidate may elect to submit an Candidate Statement for inclusion in the County Voters' Pamphlet. This filing is optional. Should a candidate choose not to make a submission they will not appear in the Voters' Pamphlet. Please review the instructions for both the Candidate Statement form as well as the Statement of Endorsement form that can be used in conjunction with your statement.

Deadlines for Voters' Pamphlet Statements:

  • March 14, 2024 - Clackamas County and Metro offices.

Multnomah and Washington Counties also prepare voters’ pamphlets. (If your name will appear on the ballot in more than one county, and you wish to be included in another county’s voters’ pamphlet, you must file your voters’ pamphlet material and pay each county’s required fee.)

Campaign Finance

Each candidate must establish a campaign account (filing form SEL 223) and file a Statement of Organization (form SEL 220) designating a candidate committee unless the candidate meets the following requirements:

  1. the candidate serves as their own treasurer;
  2. the candidate does not have an existing candidate committee;
  3. the candidate does not expect to spend or receive more than $750.00 for the entire election.

The Secretary of State is the filing officer for all campaign finance forms for candidates and committees.  For more information, please review the Campaign Finance Manual or contact the Secretary of State at 503.986.1518.

November 7, 2023 Special Election

Information for Voters

There will be a Special Election on Nov. 7, 2023. This is not a county-wide election. If you reside in the cities of Gladstone, Molalla, or West Linn; the Aurora, Hoodland, or Riverdale fire districts, or the North Clackamas, Silver Falls, or West Linn–Wilsonville school districts; you are one of 153,200 voters that should expect a ballot in the mail. 

The City of West Linn, Councilor and City of Gladstone, Councilor, Position 4 contests are both to complete an unexpired 4 year term of office. The elected candidates for both the City of West Linn, Councilor and City of Gladstone, Councilor, Position 4 positions will serve the remainder of 4 year terms ending on December 31, 2024. 

Oct. 17 is the Voter Registration Deadline for this election. Visit oregonvotes.gov to register to vote or update your information. For your convenience, our office will be open until 7 p.m. on Oct. 17.

Ballots will be mailed out to all eligible voters on Oct. 18. Ballots must be postmarked or received at an Official Ballot Drop Site by 8 p.m. on Election Day, Nov. 7, 2023.

Important Dates

Oct. 12, 2023Voters' Pamphlets will begin arriving in households.  If you would like to request the voters' pamphlet audio files, please contact us by phone at 503-655-8510 or via email elections@clackamas.us.
Oct. 17, 2023Voter Registration Deadline. Last day to register to vote for this election. Clackamas County Elections will be open 8:30 a.m. until 7 p.m.
Oct. 18, 2023Clackamas County Elections will mail ballots to voters. If you have not received your ballot by October 25 please contact our office to Request a Replacement Ballot. Clackamas County Elections opens Official Ballot Drop Sites.
Oct. 23, 202311:00 a.m. Public Certification Test of our Vote Tally system.  Observers are welcome.
Nov. 7, 2023Election Day. Clackamas Elections will be open 7 a.m. - 8 p.m. Ballots must be postmarked today or received in an Official Ballot Drop Box by 8 p.m. Clackamas County Elections will conduct Public Certification Test of our vote tally system at 9 a.m. Observers are welcome.
Nov. 28, 2023Deadline for Voters to resolve ballot challenges.
Dec. 4, 2023Hand Count Audit at 1:00 p.m. Observers are welcome.

If you plan to be away from home during the election please make sure you update your absentee information. Clackamas County Elections mails Absentee ballots earlier to allow additional time to be received and returned.

2024 Precinct Committeeperson (PCP) Information

  • One PCP for every 250 voters, 2 PCP minimum per precinct.
  • PCP Calculations for 2024.
  • Filing begins Sept. 14, 2023.
  • Individuals can file in their resident precinct, or adjacent precinct, or any precinct in their State Representative district, within the same county.
  • Recent changes to party membership requirements for candidates who will turn 18 after the filing deadline and individuals who obtain U.S. Citizenship by the filing deadline.*
  • Write-in votes will only be tallied if declaration or nomination forms have been filed by the deadline.
  • A minimum of 3 votes is required to be elected.

How to file for Precinct Committeeperson (PCP) 

Before you file please verify the precinct you are in with our precinct map.  Many precincts have changed.

There are 3 ways to run for Precinct Committeeperson (PCP):

1.  Candidate Filing Form - SEL105 or Online Filing

  • Deadline to file: March 12, 2024 at 5 p.m.
  • Candidate must be registered in the stated party by September 14, 2023 (180 days prior to the filing deadline.)*
  • Certificate of election will be issued.

2.  Write-in Candidate Declaration Form - SEL105D or Online Filing

  • Deadline to file: May 21, 2024 8 p.m.
  • Candidate must be registered in the stated party by November 23, 2023 (180 days prior to the primary election.)*
  • No write-in acceptance form will be issued, as candidate has attested they will serve if elected. Certificate of Election will be issued, if elected.

3.  Write-in Candidate Nomination Form - SEL105N or Online Filing

  • Deadline to file: May 21, 2024 8 p.m.
  • Candidate must be registered in the stated party by November 23, 2023 (180 days prior to the primary election.)*
  • Candidate will be sent a write-in acceptance form, if elected. If acceptance form is received by deadline, certificate of election will be issued.
  • Nominator and candidate must be a member of the same party and the same State Representative district, within the same county.

*A qualified person who will attain the age of 18 years after the deadline for filing of candidacy and on or before the date of the primary election, and who is registered as a member of the major political party not later than 180 days before the date of the primary election (11/23/2023), is eligible to file a nominating petition for the office of precinct committeeperson.

An otherwise qualified person who becomes a United States citizen during the period beginning 251 days before the date of the primary election and ending on the deadline for filing a declaration of candidacy for the office of precinct committeeperson, and who is registered as a member of the major political party on or before the deadline for filing a declaration of candidacy for the office of precinct committeeperson, is eligible to file a declaration of candidacy for the office of precinct committeeperson, to be listed on the ballot and to be elected to the office, including by write-in votes. (9/13/2023-3/12/2024)

SB 585 amends ORS 249.046 to add: Any candidate for the office of precinct committeeperson who becomes a United States citizen within the period of 180 days.
