Personal Support Worker (PSW) and Administrative Support

Personal support workers help children and adults with intellectual or developmental disabilities who receive Medicaid in-home services through Oregon's Office of Developmental Disabilities Services. The Admin Team provides support to the individuals, individuals with developmental disabilities, their families, and support providers.

Which Agency Does What?

It can be confusing in your role as a PSW to interact with many different organizations. Here is what each organization does:

We are your first contact with any questions you may have regarding services, eligibility, PSW and EOR enrollments, and eXPRS time entry.

A state level office, they control funding, rules, and services throughout the State of Oregon, and contract with us to implement the program within our county.

Would you like to become a Personal Support Worker (PSW)?

  1. An approved background check is required to become eligible to work as a PSW in the state of Oregon.
  2. Complete a New PSW Enrollment Packet and email it with a copy of your photo ID to PSWEnrollments@clackamas.us. When the background check request and photo ID are received, our staff will contact you by email to share the next steps in the process.
  3. Visit Resources for Developmental Disabilities Providers and Partners to learn more about the PSW enrollment process.

All PSWs must complete these steps to get paid. Our team is here to assist with any questions related to this process.

  1. Enter your hours in eXPRS
  2. Submit your hours 
    Thoroughly review your claims for accuracy prior to submission, as edits cannot be made afterward. To correct a claim after submission, or if you have questions regarding denied or suspended claims, contact pswtimesheets@clackamas.us.
  3. Print your timesheet
  4. Fill out progress notes
    Progress notes (or purpose of trip for mileage) must serve as a comprehensive summary of the services rendered in accordance with the client's service plan goals. It is imperative to remember that, by law, documentation of progress notes is mandatory for each service provided. These notes should clearly outline the services delivered and their alignment with the established objectives of the client's service plan.
  5. Sign and date the timesheet
    The Recipient/Employer of Record must sign the timesheet and the Provider/Employee must sign the timesheet prior to submission.
  6. Submit your timesheet
    Timesheets must be emailed to PSWTimesheets@clackamas.us by midnight of the timesheet deadline.

Additional Guidance

  • Do not submit the same timesheet multiple times, as this may lead to delays in response times.
  • Submit your timesheets in either JPEG or PDF format.
  • Submit timesheets for each PSW in separate emails.
  • Use a consistent naming convention, such as "PSW Name_Timesheet_MM/DD-MM/DD." This will assist us in accurately identifying and organizing your submissions.
  • If you haven’t been paid and your timesheet was submitted by the timesheet deadline, make sure that your timesheet is in “Approved” status in eXPRS. If it is not, contact your CDDP.

Overlapping Claim

The result of a duplicate claim or an overlapping claim with another provider. Remember, providers are only allowed to overlap 15 minutes to help transition. Incorrect claims will need to be edited or voided before resubmitting.

Duplicate Claim

Denied claims cannot be edited, deleted, changed or re-submitted. If a correction to a denied claim is needed, a new entry with the correct information must be submitted.

Relief Care

You may not submit a relief care/24 hour/overnight shift that is less than 16 hours. If a correction to a denied claim is needed, a new entry with the correct information must be submitted.

Monthly Allowed Hours

The result of going over the number of hours the client/customer is allowed for that service.

  • Relief care (OR507), or overnights, are 24-hour shifts.
  • 16 hours are considered “awake” time; 8 of those hours are allowed for sleep.
  • You must claim 16–24 hours when submitting a relief care claim.
  • You will be paid a flat daily rate equivalent to 16 hours.
  • Only 16 hours of the shift count toward your 40 hours per week.
  • No one, including yourself, may claim hours within 24 hours from the start of that shift. If they do, the second claim will be suspended as overlapping/duplicate.
  • If you work more than 24 hours in a row, you must clock out after 24 hours and then clock back in.
