Nifon pleads guilty to two killings, receives 25-year prison sentence

DA seal OREGON CITY, Or. -- Frank Efrin Nifon had been out of prison less than a year when he shot and killed two men.

Nifon, 26, pleaded guilty to two counts of Manslaughter in the First Degree on Friday and was sentenced to 25 years in prison for killing Jamahl Nash and Stanafurd Blacknall on Oct. 12, 2022.

Nifon and Kaythan Tenry, who is awaiting trial for the murders, met Nash and Blacknall at a 7-Eleven store on Southeast Lake Road in Milwaukie. Surveillance video from the store showed Nash's vehicle enter the parking lot at 1:31 a.m. and then speed out of the parking lot at 1:33 a.m. as Nifon and Tenry fired 17 shots at the car.

A short time later, Nash crashed into a fire hydrant near Southeast 122nd Avenue and Southeast Highway 212. Nash and Blacknall were found shot to death inside.

The shooting is believed to be related to a drug deal. Cameras from a nearby apartment complex, Lake Crest Apartments, caught muzzle flashes from the shooting and photos of the men as they walked back to an apartment in the complex.

Photos of the shooters were sent to law enforcement agencies. On Oct. 14, 2022, a Clackamas County Sheriff’s Office deputy observed Nifon and Tenry at the Kaiser Sunnyside Hospital on Southeast Sunnyside Road.

Sergeant Ryan Castro had been investigating a separate shooting and recovered a firearm. A ballistic test showed that the gun matched some of the shell casings from the 7-Eleven incident. The suspect in the hospital at Kaiser was Tenry's cousin.

Nifon also pleaded guilty Friday to Unlawful Use of a Weapon in an unrelated case. He was sentenced to five years in prison. The sentence is concurrent to the 25-year manslaughter term.

Nifon was convicted of attempted robbery and unlawful use of a weapon in 2017 and sentenced to 67 months in prison. He was on post-prison supervision at the time of the 7-Eleven shooting and had received an approved pass to the Lake Crest Apartments on the night of the shooting.
