Former Clackamas County jail deputy guilty of official misconduct for punching an inmate

DA seal A former Clackamas County corrections deputy pleaded guilty to one count of Official Misconduct in the Second Degree on Wednesday for punching a jail inmate in 2023.  

JeanaMarie K. Fisher was sentenced to 12 months bench probation, 40 hours of community service and must surrender her law enforcement certification. Charges of Official Misconduct in the First Degree and Harassment were dropped as part of a plea agreement.  

The charges stem from a standard review by the Clackamas County Sheriff’s Office following Fisher’s use of force on the inmate. The Sheriff’s Office requested the Oregon State Police to conduct an independent criminal investigation. 

Jail surveillance video taken on July 27, 2023 showed the Clackamas County jail inmate asleep on a platform in a holding cell. Fisher entered the cell and attempted to wake him by shaking him. Fisher noticed the inmate was wearing multiple shirts and pulled up the outermost shirt.

The inmate took off a shirt and tossed it to the floor. Fisher stepped forward as the inmate threw another article of clothing underhand which landed on her. Fisher began punching the victim in the face, striking him six times in four seconds.  

Fisher, 45, was placed on administrative leave on Aug. 3, 2023 in accordance with county personnel policy and procedures.

Fisher had been a jail deputy since joining the Sheriff’s Office in 2015. She was discharged from the Sheriff’s Office on Feb. 7, 2025.
