Clackamas County Board adopts rules to allow ADUs, RVs to be used as second dwellings in specific residential zones

OREGON CITY, Or. – The Clackamas County Board of Commissioners on Thursday approved amending the county zoning code to provide access to more affordable housing in unincorporated residential areas of the county. The amendments will be effective as of Sept. 3.

The proposed amendments allow property owners to do the following. 

  1. Build an accessory dwelling unit (ADU) on rural residential properties that are at least two acres, outside of an urban growth boundary (UGB) and outside of an urban reserve.
  2. Use a recreational vehicle (RV) as a second dwelling on certain residential properties if the site is either inside the Portland Metro UGB, or is both outside of a UGB and outside of an urban reserve.
