Landlord Partnership Program Provides Peace of Mind for Property Owners

Clackamas County is seeking landlords to sign up to receive guaranteed rent payments and incentive bonuses while helping our community. The lack of available rental properties is one of the leading causes of the housing and homelessness crisis in Clackamas County, so landlord participation makes a vital difference.

“This program gives landlords peace of mind to approve our participants to rent their units, knowing that there’s financial backup for them from the County,” said Landlord Partnership Program coordinator Chris Pence.

“I believe in the program,” said Jessie Dhillon (pictured), vice-president of Carla Properties, which manages over 2,000 multi-family housing units. “Clackamas County has been a great partner.”

According to this recent article in the Clackamas Review, Dhillon admits that the program flies in the face of what most people think of when they think of landlords.

“That’s the narrative we’re hoping to change,” Dhillon said. “It’s our product. We want people housed.”

When landlords sign up, they will receive:

  • Guaranteed rental income - Payments come from the Clackamas County Housing Authority. Tenant rent portions are based on their income, and Housing Authority rent assistance payment amounts increase if tenant income reduces
  • $500 Bonus - for each unit leased to a participating household
  • Vacancy payments
  • Additional funds - For repairs and unpaid rent beyond the cost of the security deposit
  • Direct referrals - of applicants already approved for rent assistance
  • Peace of mind - Specialized staff available to assist you with questions and concerns and to support tenant success

In return, we ask landlords to reserve units or reduce screening criteria for participating renters. All types of rental housing within the Metro Urban Growth Boundary can participate.
