Ordinance ZDO-282 primarily contains amendments that are needed to comply with House Bill 2001 (HB2001), a bill from the 2019 OregonLegislature that mandates jurisdictions, including Clackamas County, allow people to build middle housing --duplexes, triplexes, quadplexes, cottage clusters, and townhomes --in urban areas zoned for single-family detached housing. In unincorporated Clackamas County, these requirements will apply to properties in urban zoning districts R-5, R-7, R-8.5, R-10, R-15, R-20, R-30, VR-5/7, and VR-4/5.
Ordinance ZDO-282 also contains:
- other minor amendments related to reducing barriers to housing development;
- amendments needed to allow for middle housing land divisions (compliant with Senate Bill 458 [2021], SB458); and
- amendments to the county’s’ Comprehensive Plan to ensure there are no inconsistencies or barriers to the implementation of HB2001.
