Approval of Resolution 1992 authorizes a grant of up to $700,000 in Affordable Housing Bond funds for the Shortstack Milwaukie affordable home-ownership project and delegates authority to Authorized Representatives to finalize, execute, and deliver documents as necessary. Funding is Affordable Housing Bond funds. No County General Funds are involved.
  2. Approval of Resolution 1991 authorizing an $8 million loan of Affordable Housing Bond Funds and the allocation of 20 project-based Regional Long Term Rent Assistance vouchers to support the Wilsonville Transit Oriented Development project and to designate authorized representatives to finalize, execute and deliver all related documents. Funding is through Affordable Housing Bond and Supportive Housing Services funds. No County General funds are involved.

  2. Approval of a Contract with Piper Sandler & Co. for Debt Financial Services.  Total contract value not to exceed $200,000 through June 30, 2029.      Funding is encumbered on an as needed basis by the department incurring debt.  No County General Funds are not involved.

Juvenile

  1. Approval of Amendment No. 3 to the Intergovernmental Agreement with Oregon Health Authority for extending Behavioral Rehabilitation Services (BRS) Reimbursements effective July 31, 2024 through April 30, 2026.  Funding through Oregon Health Authority.  No County General Funds are involved.
  2. Approval of an Intergovernmental Agreement with Marion County for Juvenile Detention services at the Marion County Juvenile Detention Facility. Agreement value not to exceed $1,588,000 for Fiscal Period August 1, 2024 – June 30, 2026.  Funding is through Oregon Youth Authority and $205,040 in budgeted County General Funds.

Department of Transportation and Development

  1. Approval of a Board Order for Authorizing a Maintenance Program For Bridges Along Local Access Roads in the County. Total value is up to $100,000 per Maintenance Expenditure. Funding through County Road Funds.  No County General Funds are involved.
  2. Approval of a Resolution Declaring the Public Necessity and purpose for Acquisition of Right of Way, Easements and Fee Property and Authorizing Good Faith Negotiations and Condemnation Actions with DTD for the Duus Rd/Eagle Creek Rd Intersection, Relocation Project Total project value is $1,567,106 Funding is through Community Road Fund and System Development Charges (SDCs). No County General Funds are involved.
  3. Approval of a Resolution Declaring the Public Necessity and purpose for Acquisition of Right of Way, Easements and Fee Property and Authorizing Good Faith Negotiations and Condemnation Actions with DTD for the Thiessen Road Culvert Replacement and Kellogg Creek Restoration Project.  Total project value is $1,551,635. Funding is through ARPA and County Road funds.  No County General Funds are involved
  4. Approval of Personal Services Contract #9792 with RS&H, Inc. for the Bear Creek Bridge and Molalla Ave Shoulders Project. Total contract value is $539,887.46 through June 30, 2026. Funding through the Strategic Investment Fund (Community Road Fund) and Countywide Transportation System Development Charges.  No County General Funds are involved.
  5. Approval of a contract amendment with P&C Construction for various scope adds and schedule delays for the Gladstone Public Library project.  Amendment value is $211,346.39.  Funding through County ARPA funds in the amount of $95,400.32 and County General Funds in the amount of $115,946.07.
  6. Approval of a goods and services contract with Southwest Solutions Group, Inc. for the purchase of library shelving for the newly constructed Gladstone Library.  Total contract value is $227,821.74 of budgeted Geral Funds.

Health Housing and Human Services

  1. Approval of a Revenue IGA for the Share Services Agreement with Health Share of Oregon for Traditional Health Workers (THWs) Capacity Building. Agreement value is $3,579,052. Of that Clackamas County will receive $300,000 for two years. Funding is through Health Share of Oregon. No County General Funds are involved.
  2. Approval of Amendment #8 renewal and increased funding to the Revenue Intergovernmental Agreement with Oregon Health Authority (OHA) for the financing of Public Health Services. The amendment value is $5,223,452.84 for one year. Agreement value increased  to $11,485,450. Funding is through OHA Federal and State grants. No County General Funds are involved.
  3. Approval of a Personal Services Contract with Advantage Nurse Staffing of Oregon, Inc. for On-Call Medical Staffing Services. Contract value is $500,000 for 5 years. Funding is through OHA Federal and State grants. No County General funds are involved.
  4. Approval of Amendment # 2 increasing funding to a Subrecipient Agreement with Friends of the Estacada Community Center for services to older adults. Amendment value is $160,344 for one year. Agreement value increased to $333,662 for two years. Funding is through the federal Older Americans Act and state transportation funds for older and disabled residents. No County General Funds are involved.
  5. Approval of Amendment # 2 increasing funding to a Subrecipient Agreement with Foothills Community Church on behalf of the Molalla Adult Community Center for services to older adults.
