    (The Chair of the Board will call for statements from citizens regarding issues relating to County government. It is the intention that this portion of the agenda shall be limited to items of County business which are properly the object of Board consideration and may not be of a personal nature. Testimony is limited to three (3) minutes. Comments shall be respectful and courteous to all.)

In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)

  4. CONSENT AGENDA 
    (The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Work Sessions. The items on the Consent Agenda will be approved in one motion unless a Board member requests, before the vote on the motion, to have an item considered at its regular place on the agenda.)

      1. Approval of Previous Business Meeting Minutes – BCC
    2. Transportation & Development
      1. Approval of a Grant Application to the Oregon Department of Transportation for a marketing campaign to reduce driving under the influence. Grant Value is $310,957 for 1 year. Funding is through the Oregon Department of Transportation and a required match of $60,957 in County Road Funds. No County General Funds are involved.
      2. Approval of an Engineering Contract with David Evans and Associates for the SE Bull Run Rd and Bull Run River Bridge project. Contract Value is $1,533,817.94 for 2 years. Funding is through the Oregon Department of Transportation and $157,523.10 of County Road Funds. No County General Funds are involved.
    3. Health, Housing & Human Services
      1. Approval of an Amendment to a Subrecipient Grant Agreement with Parrott Creek Child and Family Services for alcohol and drug abuse treatment support. Amendment Value is $65,242.45 for 4 months. Total Agreement Value is $513,876.35 for 18 months. Funding is through the Oregon Health Authority. No County General Funds are involved.
      2. Approval of an Amendment to an Intergovernmental Agreement with the Oregon Health Authority for rental and utility assistance to Aid and Assist clients. Amendment Value is $40,483.37 for 6 months. Total Agreement Value is $17,509,981.22 for 18 months. Funding is through the Oregon Health Authority. No County General Funds are involved.
      3. Approval of a Local Subrecipient Grant Agreement with Fora Health for development and design services for the Recovery Center. Agreement Value is $2,808,509 for 22 months.  Funding is through Trillium Community Health Plan, Opioid Settlement and Supportive Housing Services Measure Funds. No County General Funds are involved.
      4. Approval of the Older Americans Act Social Services Area Plan. Plan Value is $2,086,000. Funding is through the US Department of Health and Human Services and a required match of $70,000 in budgeted County General Funds.
      5. Approval of an Intergovernmental Agreement with the City of Sandy for a community service officer and vehicle for homeless services. Agreement Value is $292,351 for 3 years. Funding is through budgeted County General Funds.
    4. Technology Services
      1. Approval of a Board Order to authorize a Purchase Order to Dell Marketing for CrowdStrike cyber security software. Purchase Order Value is $330,961 for 2 years. Funding is through the Federal Emergency Management Agency, Oregon Emergency Management, and up to $311,847 of budgeted departmental cost allocations, which includes a small portion of budgeted County General Funds.
