  1. PUBLIC COMMUNICATION 
    (The Chair of the Board will call for statements from citizens regarding issues relating to County government. It is the intention that this portion of the agenda shall be limited to items of County business which are properly the object of Board consideration and may not be of a personal nature. Testimony is limited to three (3) minutes. Comments shall be respectful and courteous to all.)

    Please note, the ideas expressed during public communication do not necessarily reflect the ideas or beliefs of Clackamas County or the Board of County Commissioners.

  2. HOUSING AUTHORITY CONSENT AGENDA (The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Work Sessions. The items on the Consent Agenda will be approved in one motion unless a Board member requests, before the vote on the motion, to have an item considered at its regular place on the agenda.)
    (Following are items of interest to the citizens of the County)
    1. Approval of a Resolution authorizing the sale of scattered-site public housing properties and related use of brokerage services. Funding is through property sales proceeds. No County General Funds are involved.
  3. PUBLIC HEARINGS (The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent. In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)
    1. Approval of Boundary Change Proposal 2025-001 for sanitary sewer and stormwater services to property located at 1060 SE 172nd Ave, Damascus. No fiscal impact. No County General Funds are involved.

      1. Approval of Previous Business Meeting Minutes – BCC
      2. Approval of an Amendment with Northwest Occupational Medical Center for medical and psychological pre-employment screening services. Amendment Value is $35,000 for 1 year. Total Agreement Value is $185,000 for 3 years. Funding is through County General Funds. –CCSO
    2. County Administration
      1. Approval of a Work and Financial Plan with the US Department of Agriculture Animal and Plant Health Inspection Service for wildlife management services. Agreement Value is $121,649 for 1 year. Funding is through the Oregon Department of Fish and Wildlife, Oregon Department of Agriculture,
    3. Finance
      1. Approval of a Public Improvement Contract with Fabulous Floors for flooring at the Lake Road Health Center. Contract Value is $225,572 for 2 months. Funding is through health center charges and fees. No County General Funds are involved.
    4. Technology Services
      1. Approval of a Board Order to authorize a Purchase Order to Dell Marketing for CrowdStrike cyber security software. Purchase Order Value is $330,961 for 2 years. Funding is through the Federal Emergency Management Agency, Oregon Emergency Management and $165,480.50 of budgeted departmental cost allocations, which does include a small portion of budgeted County General Funds.
    5. Transportation & Development
      1. Approval of a Public Improvement Contract with Kerr Contractors for Bilquist Elementary School sidewalk construction. Contract Value is $2,143,495 for 2 years. Funding is through the Oregon Department of Transportation, County Road Fund, and System Development Charges. No County General Funds are involved.
      2. Approval of a Personal Services Contract with Harper Houf Peterson Righellis for Welches Road Bike and Pedestrian Project engineering and design services. Contract Value is $705,824.13 for 3 years. Funding is through the Community Road Fund. No County General Funds are involved.
    6. Health, Housing & Human Services
      1. Approval of an Amendment to a Subrecipient Agreement with Clackamas Women’s Services to provide legal assistance for domestic violence restraining order petitioners. Amendment Value is $10,321 for 6 months. Total Agreement Value is $163,338 for 3 years. Funding is through the US Department of Justice. No County General Funds are involved.
      2. Approval of an Intergovernmental Agreement with the City of Sandy for a community service officer and vehicle for homeless services. Agreement Value is $292,351 for 3 years. Funding is through Supportive Housing Services Measure Funds. No County General Funds are involved.
      3. Approval of a Grant Renewal Application to the Oregon Department of Human Services for Supplemental Nutrition Assistance training and employment programs. Grant Value is $175,000 for 1 year. Funding is through the Oregon Department of Human Services, with a 50% required match funded by Supportive Housing Services Measure Funds and $42,000 of budgeted County General Funds.
      4. Approval of an Intergovernmental Agreement with Washington County for the Get Trained to Help Regional Collaborative to reduce suicide. Agreement Value is $15,500 for 2.5 years. Funding is through the Oregon Health Plan. No County General Funds are involved.
      5. Approval of an Amendment to a Personal Services Contract with The Father’s Heart Street Ministry for homeless outreach and engagement specialists in Sandy, Welches, Estacada and Molalla areas. Amendment Value is $3,601,867 for 3 months. Total Agreement Value is $10,599,883 for 2.5 years. Funding is through Supportive Housing Services Measure Funds and Governor’s State of Emergency Due to Homelessness State Funding. No County General Funds are involved.
      6. Approval of a Data Sharing Agreement with Metro for the Supportive Housing Services Program. No fiscal impact. No County General Funds are involved.
      7. Approval of an Intergovernmental Agreement with the City of Milwaukie for extended hours at the city library cooling shelter during heat events. Agreement Value is $90,000 for 3 years. Funding is through Supportive Housing Services Measure Funds. No County General Funds are involved. US Department of Agriculture and $89,620 of budgeted County General Funds.
