  1. PUBLIC COMMUNICATION 
    (The Chair of the Board will call for statements from citizens regarding issues relating to County government. It is the intention that this portion of the agenda shall be limited to items of County business which are properly the object of Board consideration and may not be of a personal nature. Testimony is limited to three (3) minutes. Comments shall be respectful and courteous to all.)

    Please note, the ideas expressed during public communication do not necessarily reflect the ideas or beliefs of Clackamas County or the Board of County Commissioners.

    (The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent. In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)
  3. CONSENT AGENDA 
    (The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Work Sessions. The items on the Consent Agenda will be approved in one motion unless a Board member requests, before the vote on the motion, to have an item considered at its regular place on the agenda.)
    1. Elected Officials
      1. Approval of Previous Business Meeting Minutes – BCC
      2. Approval of an Agreement with the Federal Bureau of Land Management for law enforcement services on BLM lands. Agreement value is $820,857.24 over 5 years. Funding is through the Bureau of Land Management. No County General Funds are involved. – Sheriff
    2. Finance
      1. Approval of an Amendment to a Public Improvement Contract with PACE Engineers for engineering services at the Clackamas County Stabilization Center. Amendment Value is $22,440. Total Agreement Value is $155,960 for 18 months. Funding is through the Oregon Department of Administrative Services. No County General Funds are involved.
    3. County Counsel
      1. Approval of a Lease Amendment with the Oregon Liquor and Cannabis Commission for 9900 SE McBrod Ave in Milwaukie. Amendment value is $2 over 2 years. Funding is through budgeted County General Funds.
    4. Human Resources
      1. Approval of the Memorandum of Agreement for Implementation of the final offer for AFSCME CCOM for represented employees. Total value is $42,450. Funding is through ratepayer fees. No County General Funds are involved.
    5. Health, Housing, & Human Services
      1. Approval of a Change Order to a Public Improvement Contract with Pacific Sun Construction LLC for Phase 2 improvements to the Haven House transitional housing facility. Change Order Value is $195,880.55 and no additional time. Total contract value increased to $763,456.75 for 10 months. Funding is through Metro Supportive Housing Services Measure funds. No County General Funds are involved.
    6. Disaster Management
      1. Approval of an Amendment to the 2022 Urban Area Security Initiative Subrecipient Grant Agreement with the City of Portland. Amendment value is $16,782, agreement value is increased to $291,782. Funding through the Federal Emergency Management Agency. No County General funds involved.
    7. Transportation & Development
      1. Approval of a Board Order Vacating a Portion of Hemlock Drive, a Nonmaintained Local Access Road. Vacation Fee $1,505.74. Funding is through petitioner. No County General Funds are involved.
  4. WATER ENVIRONMENT SERVICES CONSENT AGENDA
    (The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Work Sessions. The items on the Consent Agenda will be approved in one motion unless a Board member requests, before the vote on the motion, to have an item considered at its regular place on the agenda.)
    1. Approval of a Contract with Parametrix, Inc. for engineering services for the Kellogg Creek Water Resource Recovery Facility Disinfection Project. Total Contract Value is $470,702. Funding through WES Sanitary Sewer Construction Fund. No County General Funds are involved.
    2. Approval of Amendment #11 with Consor North America, Inc. for construction phase services for the Pump Station Rehabilitation Project. Amendment value is $550,341. Total Contract Value is $3,602,701. Funding through WES Sanitary Sewer Construction Fund. No County General Funds are involved.
