    (The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent. In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)
    1. Proposal No. 2024-005, Annexation to a Tri-City Service District, of territory located at 14421 and 14389 S Maplelane Road, Oregon City, OR 97045.
    2. Approval of a Board Order Transferring Jurisdiction from Clackamas County to the City of Oregon City for a portion of S Forsythe Road.

    (The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Work Sessions.       1. Approval of Previous Business Meeting Minutes – BCC
    2. *Finance
      1. Approval of a Public Improvement Contract with Johnson Controls for heating, venting and air conditioning system controls at the Clackamas County Stabilization Center. Contract Value is $164,228 for 1 year. Funding is through the Oregon Department of Administrative Services. No County General Funds are involved.
    3. *Tourism
      1. Approval of a Lease Amendment with the Hoodland Senior Center for County-owned property at 65000 E Highway 26, Welches. Amendment Value is $24 for 2 years. Total Lease Value is $168 for 14 years. Funding is through the Hoodland Senior Center. No County General Funds involved.
    4. *Health, Housing & Human Services
      1. Approval of Personal Services Contract with Sunstone Way for consultation, shelter operations and case management services. Total Contract Value is $1,569,587.36 for 7 months. Funding is through Supportive Housing Services Measure funds. No County General Funds are involved.
      2. Approval of a Personal Services Contract with Just Compassion of East Washington County for case management services to residents at Clackamas Apartments. Total Contract Value is $371,421.25 for 7 months. Funding is through Supportive Housing Services Measure funds. No County General Fund are involved.
      3. Approval of an Intergovernmental Agreement with the City of Wilsonville for emergency shelter motel vouchers, automobile repair and financial literacy education. Total Agreement Value is $507,100 for 18 months. Funding is through Supportive Housing Services Measure funds. No County General Funds are involved.
    5. *Transportation & Development
      1. Approval of a Revised Resolution Declaring the Public Necessity and purpose for Acquisition of Right of Way, Easements and Fee Property and Authorizing Good Faith Negotiations and, if necessary, Condemnation Actions for the Thiessen Road Culvert Replacement and Kellogg Creek Restoration project. Total Project Value is $1,551,635. Funding is through County-approved American Rescue Plan Act funds and County Road funds. No County General Funds are involved.
      2. Approval of a Public Improvement Contract with Western Construction for the El Camino Way Stormwater Improvements project. Total Contract Value is $689,577 for 18 months. Funding is through County-approved American Rescue Plan Act funds. No County General Funds are involved.
      3. Approval of a Public Improvement Contract with KNL Industries for the Canby-Marquam Highway Paving project. Total Contract Value is $1,180,966 for 1 year. Funding is through County-approved American Rescue Plan Act funds and County HB2017 Program Funds. No County General Funds are involved.
  3. *WATER ENVIRONMENT SERVICES CONSENT AGENDA (The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Work Sessions. The items on the Consent Agenda will be approved in one motion unless a Board member requests, before the vote on the motion, to have an item considered at its regular place on the agenda.)
    1. Approval of a Contract with Braun Construction for Upper Kellogg Capital Improvements. Total Contract Value is $1,678,330 for 2 years. Funding is through County-approved American Rescue Plan Act funds. No County General Funds are involved.
  4. PUBLIC COMMUNICATION 
    (The Chair of the Board will call for statements from citizens regarding issues relating to County government. It is the intention that this portion of the agenda shall be limited to items of County business which are properly the object of Board consideration and may not be of a personal nature. Testimony is limited to three (3) minutes. Comments shall be respectful and courteous to all.)
