  2. NORTH CLACKAMAS PARKS & RECREATION DISTRICT PUBLIC HEARING
    (The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent. In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)
    1. Approval of a Supplemental Budget Resolution for Fiscal Year 2024-25. Fiscal impact is a net increase of appropriations of $13,200,256. Funding is through Beginning Fund Balance and Transfers from Other Funds. No County General Funds are involved.
  3. WATER ENVIRONMENT SERVICES PUBLIC HEARING 
    (The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent. In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)
    1. Approval of a Supplemental Budget Resolution for Fiscal Year 2024-25. Fiscal impact is a net increase in appropriations of $2,980,585. Funding through WES’ Sanitary Sewer Funds. No County General Funds are involved.

    1. Approval of a Supplemental Budget Resolution for Fiscal Year 2024-25. Fiscal impact is a net increase in appropriations of $8,752,458. Funding is through Beginning Fund Balance, Charges for Services, Federal/State/Local funding and Other Revenue Sources. No County General Funds are involved.

      2. Approval of Grant Agreement Amendment #1 with the Oregon Criminal Justice Commission for the Oregon Behavioral Health Deflection Program. Amendment value is $585,598 for 1 year. Total Agreement Value is $1,060,853 for 1.5 years. Funding is through Oregon House Bill 4002. No County General Funds are involved. – District Attorney
      3. Approval of a Grant Agreement with the Oregon Criminal Justice Commission for the Organized Retail Theft Program. Total Agreement Value is $50,000 for 1 year. Funding is through the Oregon Criminal Justice Commission. No County General Funds are involved. – District Attorney
      4. Approval of Amendment #2 to the Annual Operating Plan with the United States Forest Service for Patrol Services. Amendment Value is $69,212 for 1 year. Total agreement value is $134,185.08 for 4 years. Funding is through the United States Forest Service. No County General Funds are involved. – Sheriff
      5. Approval of a Personal Services Contract with Pathfinders of Oregon for Clackamas County Jail programming. Contract value is $250,381 for 1 year. Funding is through the Oregon Criminal Justice Commission. No County General Funds are involved. – Sheriff
      6. Approval to Accept the Organized Retail Theft Grant from the Oregon Criminal Justice Commission. Total Grant Value is $685,794 for 14 months. Funding is through the Oregon Criminal Justice Commission. No County General Funds are involved. – Sheriff
    2. *County Counsel
      1. Approval of a Board Order adopting Operating Rules for the Board of County Commissioners. No Fiscal Impact. No County General Funds are involved.
      2. Approval of a Federal Subrecipient Grant Agreement with the North Clackamas School District for capital repairs of the Wichita Center. Total Agreement Value is $1,000,000 for 2 years. Funding is through County-approved ARPA funds. No County General Funds are involved.
    3. *Technology Services
      1. Approval of a Contract Amendment with the State of Oregon to add a dark fiber connection to the Gladstone Department of Motor Vehicles office. Total Amendment Value is $85,665 for 1 year. Funding is through the Clackamas Broadband eXchange Fund. No County General Funds are involved.
      2. Approval of a Contract with the City of Sandy for Clackamas Broadband eXchange storage space. Total Contract Value is $12,450 for 1 year. Funding is through County-approved ARPA funds. No County General Funds are involved.
      3. Approval of a Board Order Authorizing a Purchase Order to renew support service by Oracle America for Peoplesoft Software. Total Contract Value is $614,175.29 for 1 year. Funding is through departmental cost allocation, which does include a small portion of County General Funds.
    4. *Health, Housing & Human Services
      1. Approval of a Subrecipient Grant Agreement with CODA, Inc. for Opioid Treatment in Clackamas County Jail. Agreement value is $200,000 for 2 years. Funding is through Opioid Settlement Funds. No County General Funds are involved.
      2. Approval of Amendment #7 to an Intergovernmental Agreement with the City of Lake Oswego for Ambulance Services. Amendment value is $44,235.84 for 1 Year. Total contract value increased to $379,388.64 for 12 years. Funding is through American Medical Response Northwest. No County General Funds are involved.
      3. Approval of Amendment #1 to a Provider Agreement with CareOregon, Inc. for Behavioral Health Services. Amendment value is $1,416,250 for 6 months. Total Agreement value is increased to $7,253,146 for 1 Year. Funding is through the Oregon Health Plan. No County General Funds are involved.
    5. *Disaster Management
      1. Approval of a Grant Application to the Federal Emergency Management Agency Building Resilient Infrastructure for Communities Program. Total grant value is $50,000,000. Funding is through a federal grant with $12,500,000 in matching funds from Portland General Electric. No County General Funds are involved.
    6. *Transportation & Development
      1. Approval to Allow Repurchase of a property parcel by Jim Nagae for $1,202.72. Funding is through purchaser. No County General Funds are involved.
      2. Approval to Allow Purchase of a property parcel by Ed Endner and Elizabeth Brandon for $371.04. Funding is through purchaser. No County General Funds are involved.
      3. Approval of a Resolution Declaring the Public Necessity and for Acquisition of Right of Way, Easements and Fee Property and Authorizing Good Faith Negotiations and Potential Condemnation Actions for the sight distance improvements at the Canby-Marquam Highway and Gribble Road Project. Total project value is $50,000. Funding is through Road Funds. No County General Funds are involved.
    7. *Finance
      1. Approval of a Public Improvement Contract with A.C. Schommer & Sons, Inc. for the Clackamas County Stabilization Center. Total Contract Value is $1,632,992 for 1 year. Funding is a direct allocation from House Bill 5204 through the Oregon Department of Administrative Services. No County General Funds are involved.
    8. *Juvenile
      1. Approval to Accept the Congressionally Recommended Awards approved to fund Clackamas School Based Behavioral Health and Substance Abuse Juvenile Justice Prevention Program. Total Award Value is $500,000 for 2 years. Funding is through the United States Department of Justice. No County General Funds are involved.

    (The Chair of the Board will call for statements from citizens regarding issues relating to County government. It is the intention that this portion of the agenda shall be limited to items of County business which are properly the object of Board consideration and may not be of a personal nature. Testimony is limited to three (3) minutes. Comments shall be respectful and courteous to all.)
