  1. *HOUSING AUTHORITY CONSENT AGENDA (The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Work Sessions. The items on the Consent Agenda will be approved in one motion unless a Board member requests, before the vote on the motion, to have an item considered at its regular place on the agenda.)
    1. Approval of Resolution 1993 appointing Shannon Callahan as the Executive Director of the Housing Authority of Clackamas County. No fiscal impact. No County General Funds are involved.
    2. Approval of a revenue grant agreement with the US Department of Housing and Urban Development to administer rental assistance for the Shelter Plus Care Program. Total grant value is $644,088 for one year. Funding is through the US Department of Housing and Urban Development and the 25% match requirement is met through Metro Supportive Housing Services Fund investments. No County General Funds are involved.
    3. Approval to apply for a Multifamily Incentive Package from the PGE Renewable Development Fund to promote sustainable building systems at the Hillside Park Redevelopment Project. The grant value is up to $350,000. Funding through State funding. No County General Funds are involved.

      1. Designation Of Newspaper For 2024 Property Tax Foreclosure Publication. Fiscal Impact Is Estimated At $3,000. Funding Is Through Budgeted County General Funds.
    3. *Disaster Management
      1. Approval of a Board Order adopting the Clackamas County Multi-Jurisdictional Natural Hazards Mitigation Plan. No fiscal impact. No County General Funds are involved.
    4. *Health, Housing, & Human Services
      1. Approval of a grant agreement with the US Department of Housing and Urban Development for Continuum of Care Planning Activities. Total grant value is $234,704 for one year. Funding through the US Department of Housing and Urban Development. The 25% match requirement is met through Supportive Housing Services Fund investments. No County General Funds are involved.
      2. Approval of a revenue Intergovernmental Grant Agreement with the Oregon Housing and Community Services Department for rapid rehousing programing related to the Governor's State of Emergency Due to Homelessness. Agreement value is $912,170.91 for 3 years. Funding is through the Oregon Housing and Community Services Department. No County General Funds are involved.
      3. Approval of a grant agreement with the Oregon Department of Administrative Services for construction of the Clackamas County Stabilization Center. Total agreement value is $4,000,000. Funding through the Oregon Department of Administrative Services. No County General Funds are involved.
      4. Approval to apply to the US Department of Housing and Urban Development for the Eviction Protection Grant Program. Anticipated grant value is $2,500,000 over 2 years. Funding is through the US Department of Housing and Urban Development. No County General Funds are involved.
      5. Approval to apply to the US Department of Health and Human Services for the Supporting Vaccine Confidence Grant Program. Anticipated grant value is $750,000 over 3 years. Funding is through the US Department of Health and Human Services. No County General Funds are involved.
    5. *Transportation & Development
      1. Approval of a Resolution approving the 5-year Transportation Capital Improvement Program for Fiscal Years 2023-24 through 2027-28. Total value is $219,567,609 for the five-year period. Funding is through County Road Fund, Community Road Fund, State and Federal Grants, Tax Increment Financing and System Development Charges. No County General Funds are involved.
      2. Approval of an Agreement between with the Johnson Creek Watershed Council on the Rugg Road/Badger Creek Culvert and Fish Passage Project. Total agreement value is $496,312. Funding is through a National Oceanic and Atmospheric Administration grant and County Road Funds. No County General Funds are involved.
      3. Approval of a Resolution Declaring the Public Necessity and purpose for Acquisition of Right of Way, Easements and Fee Property and Authorizing Good Faith Negotiations and Condemnation Actions for the Rugg Road/Badger Creek Culvert and Fish Passage Project. Total project value is $681,227. Funding is through a National Oceanic and Atmospheric Administration grant and County Road Funds. No County General Funds are involved.
      4. Approval of a Board Order Approving Solid Waste Management Fee increases. No fiscal impact. No County General Funds are involved.
      5. Approval of a Public Improvement Contract with KNL Industries, Inc., for the Fischers Mill Road Paving Project. Total value is $866,053.40. Funding is through County HB2017 Program Funds. No County General Funds are involved.
      6. Approval of a Public Improvement Contract with T.F.T. Construction, Inc. for the Feyrer Park Roadway Improvements Project.  Total value is $416,242.60. Funding through an Oregon Parks and Recreation Department County Opportunity Grant and Metro 2019 Parks and Nature Bond Funding. No County General Funds are involved.
      7. Approval of a Personal Services Contract with GSI Water Solutions, Inc., for on-call land use hydrogeological consulting.  Total value is $150,000 for five years. Funding is through permitting revenue. No County General Funds are involved.
  3. *SERVICE DISTRICT NO. 5 (STREET LIGHTING) CONSENT AGENDA

    1. Approval of a Board Resolution Certifying the 2024-2025 Assessment Roll for the Clackamas County Service District No. 5. Total Value is $2,315,119.80. Funding through rate payers. No County General Funds are involved.

    1. Approval of a FY 2023-24 Report in Lieu of Audit Form for Clackamas County Service District No. 1. Filing fee is $20. Funding is through WES' Sanitary Sewer and Surface Water Operating Funds. No County General Funds are involved.
    2. Approval of a FY 2023-24 Report in Lieu of Audit Form for Tri-City Service District. Filing fee is $20. Funding is through WES' Sanitary Sewer Operating Funds. No County General Funds are involved.
    3. Approval of a FY 2023-24 Report in Lieu of Audit Form for Surface Water Management Agency of Clackamas County. Filing fee is $20. Funding is through WES' Surface Water Operating Funds. No County General Funds are involved.
    4. Approval of a Contract with Braun Construction & Design, LLC for services necessary to complete the Azar-SE 108th Drainage Project. Contract Value is $183,613.75. Funding through WES Surface Water Construction Funds. No County General Funds are involved.
    5. Approval of a Grant Agreement with Oregon Water Resources Department for Water Conservation, Reuse and Storage. Grant value is $75,000. Matched funding is through WES Sanitary Sewer Operating Funds. No County General Funds are involved.
