   1. Approval to apply for additional Housing Choice Voucher grant funding to add to the ongoing annual funding for rent assistance and program operations. Anticipated grant value is $695,879. Funding is through the US Department of Housing and Urban Development. No County General Funds are involved.
   2. Adoption of a Board Order Approving Delegation of Signing Authority for Sewer Line Easement and Related Documents for 18980 Leland Road in Oregon City. No fiscal impact. No County General Funds are involved.

   1. Second reading and adoption of Ordinance 03-2023, An Ordinance Amending the North Clackamas Parks and Recreation District’s System Development Charge Ordinance

   1. Approval of Amendment #1 to a Contract with Learning Landscapes LLC to continue planning and design services for the play area at the Concord Property. Amendment value is $82,497, contract value is increased to $181,977. Funding is though District Capital Asset Funds. No County General Funds are involved.
   2. Approval of an Amendment to an Intergovernmental Agreement with Clackamas Community College for Community Based Instructional Programs. Amendment value is $15,068 for 1 year, agreement value is increased to $53,398 for four years. Funding is through Clackamas Community College. No County General Funds are involved.
   3. Approval of an Amendment to an Intergovernmental Agreement with Clackamas Community College for Educational and Enrichment Services. Amendment value is $45,780 for 1 year, agreement value is increased to $159,756.50 for four years. Funding is through user fees and budgeted District General Funds. No County General Funds are involved.

      2. *Approval of a Clackamas Workforce Partnership Certification Request for the Office of Workforce Investments within the Office of the Higher Education Coordinating Commission to comply with the Workforce Innovation and Opportunity Act.       1. Approval of Change Order #3 with Clackamas Progress Partners, LLC for the Clackamas County Circuit Courthouse Project. Change order is a decrease of $771,773, for a decrease in project agreement value to $619,224,227. Funding is through reduction in Project Agreement Amount.
      2. Approval of a Five-Year Cooperative Service Agreement with United States Department of Agriculture for wildlife management and damage control. No fiscal impact. No County General Funds are involved.
      3. Approval of a Fiscal Year 2023-24 Work and Financial Plan with United States Department of Agriculture for wildlife management and damage control under the Cooperative Service Agreement. Contract value is $87,854.60. Funding is through budgeted County General Funds.
   3. *County Counsel
      1. Designation of Newspaper for 2023 Property Tax Foreclosure Publication. Fiscal Impact Is Estimated At $1,566. Funding Is Through Budgeted County General Funds.
   4. *Disaster Management
      1. Approval of a grant agreement with the City of Portland for the Fiscal Year 2022 Urban Area Security Initiative Grant. Total agreement value is $275,000 for 2 years. Funding through US Department of Homeland Security. No County General Funds are involved.
   5. *Finance
      1. Approval of a Board Order delegating Limited Signing Authority for the purposes of applying or accepting Grants previously approved by the Board via online grant management portals. No fiscal impact. No County General Funds are involved.
      2. Approval of a Resolution Authorizing a Debt Issuance of up to $7 million to Finance the Purchase of a Facility and Property at 6605 Lake Road, Milwaukie for the Health Centers’ Behavioral Health Clinic. No County General Funds are involved.
   6. *Transportation & Development
      1. Approval of Contract Amendment #1 with Stellar J Corporation for the South End Road at Milepost 3.8 Project. The amendment value is $510,693.67, contract value is increased to $3,783,400.92. Funding through Federal Emergency Relief Program and County Road Funds. No County General Funds are involved.
      2. Approval of a Settlement Agreement and Mutual Release of Claims between Jason and Tiffany Staehely, Paul and Diane Staehely, and Clackamas County related to potential issues caused in connection with improvements to S. Central Point Rd. and S. New Era Rd. Settlement value is $20,000. Funding through County Road Funds. No County General Funds are involved.
   7. *Health, Housing, & Human Services
      1. Approval of an Intergovernmental Agreement with David Douglas School District to develop a culturally-responsive early childhood screening tool. Agreement value is $186,340 for 2.1 years. Funding is through David Douglas School District. No County General Funds are involved.
      2. Approval of Amendment #9 increasing funding from an Intergovernmental Agreement with the Oregon Health Authority for financing Community Mental Health, Addiction Treatment, Recovery & Prevention, and Problem Gambling Services. Amendment value is $280,480.96 for six months, agreement value is increased to $15,682,170.94 for 1.5 years. Funding is through Oregon Health Authority. No County General Funds are involved.
      3. Approval of an Intergovernmental Agreement with University of Washington Northwest Center for Public Health Practice for a Clinical needs assessment. Agreement value is $49,900 for 8 months. Funding is through Oregon Health Authority.
      4. Approval of Amendment #14 adjusting funding and updating program language to a Revenue Intergovernmental Agreement with Oregon Health Authority for the financing of Public Health Services. Amendment value is $1,463,615.57, agreement value is increased to $18,543,085.71 for 2 years. Funding is through the Oregon Health Authority. No County General Funds are involved.
      5. Approval of Amendment #1 increasing funding and duration of a Revenue Lease Agreement with Genoa Healthcare, LLC for rental space at the Beavercreek Health Clinic. Amendment value is $30,000 for 3 years, agreement value is increased to $65,000 for 6.5 years. Funding is through Genoa Healthcare, LLC. No County General Funds are involved.
      6. Approval of Amendment #3 increasing funding and updating program language to an Intergovernmental Grant Agreement with Oregon Department of Human Services for Older Americans Act and Oregon Project Independence Programs. Amendment value is $1,335,733, agreement value is increased to $10,764,143 for two years. Funding is through the US Department of Health and Human Services, the State of Oregon and a match of $103,110 in budgeted County General Funds.
      7. Approval of Amendment #1 increasing funding and changing the scope of work of a Federal Subrecipient Grant Amendment with Central City Concern for the Law Enforcement Assisted Diversion Program. Amendment value is $335,174.22, agreement value is increased to $1,878,643.36 for 18 months. Funding is through US Department of Justice, Metro Supportive Housing Services Funds, and $395,000 in budgeted County General Funds.
      8. Approval of a Revenue Intergovernmental Agreement with the City of Lake Oswego to provide Medical Direction to First Responders. Agreement value is $61,200 for 4 years. Funding is through the City of Lake Oswego. No County General Funds are involved.
      9. Approval of Amendment #1 increasing funding to a Behavioral Health Services Delegation Agreement with CareOregon, Inc. Amendment value is $2,336,773 for six months, agreement value increased to $4,518,973.00 for 12 months. Funding is through the Oregon Health Plan. No County General Funds are involved.
      10. Approval of a Purchase & Sale Agreement with Pamplin Real Properties for the purchase of real property located at 6605 SE Lake Road, Milwaukie, OR 97222, for Health Centers' Behavior Health Clinic. Agreement value is $11,000,000. Funding is through a combination of County ARPA funds, Clinic Funds, County Full Faith & Credit Bonds, and $1MM in budgeted County General Funds.
      11. Adoption of a Board Order Approving Delegation of Signing Authority for Sewer Line Easement and Related Documents for 18980 Leland Road in Oregon City. No fiscal impact. No County General Funds are involved.

   1. Approval of a Public Improvement Contract with Elder Demo LLC for the demolition of the former Miles Fiberglass building. Total contract value is $265,893.00. Funding is through the Clackamas County Development Agency via the Clackamas Town Center Urban Renewal Plan area. No County General Funds are involved.
