New libraries, community center, park coming to Oak Lodge/Gladstone area

Clackamas County is designing and building two libraries — one in the city of Gladstone and one in the Oak Lodge service area — to meet the growing needs of residents. The two libraries will be jointly operated by the county to maximize efficiency, achieve economies of scale and provide high-quality, consistent services to all residents.

Concurrently, the North Clackamas Parks & Recreation District (NCPRD) is repurposing the Concord School building to serve as a community center and constructing a park adjacent to the new Oak Lodge Library.

How We Got Here

October 2017Clackamas County and the City of Gladstone agree to provide new library facilities and services to the residents of Gladstone and Oak Lodge library service areas
March 2018North Clackamas Parks and Recreation District (NCPRD) becomes the owner of Concord Elementary School in Oak Grove as part of a Strategic Partnership with North Clackamas School District
November 2019Clackamas County and the City of Gladstone formalize intergovernmental agreement for construction and operation of the Gladstone Library
2019-2021Task forces and project team conduct extensive community outreach to develop master plans for each site
November 2021Board of County Commissioners agrees to use $200,000 of American Rescue Plan Act (ARPA) funds to proceed with building the Gladstone Library
May 2022Board of County Commissioners delays construction on the libraries based on significant construction cost escalations and market volatility
October 2022Board of County Commissioners approves the use of approximately $6 million of American Rescue Plan Act (ARPA) funds for construction of the Gladstone Library and up to $9 million of ARPA funds for construction of the Oak Lodge Library
January 2023Board of County Commissioners approves the use of approximately $8 million from the general fund toward construction of the libraries
May 2023Board of County Commissioners approves final funding plans for construction of the libraries.
