Former police sergeant indicted on charges of possessing child sexual abuse material

In January of 2024, Detectives with the Clackamas County Sheriff’s Office Child Abuse Team received a tip from the National Center for Missing & Exploited Children (NCMEC) and launched an investigation regarding child sexual abuse material. Detectives were able to identify a possible suspect and in June they contacted Jon Paul Foreman, age 57, at his Oregon City home in unincorporated Clackamas County. At the time of this contact Foreman was a sergeant with the Milwaukie Police Department. The Milwaukie Police Department was notified of the criminal investigation, and Foreman was immediately placed on leave.

Following additional investigative work, the case was submitted to the Clackamas County District Attorney’s Office. On Wednesday, March 5, 2025, a Clackamas County Grand Jury indicted Forman on seven counts of Encouraging Child Sex Abuse in the First Degree and two counts of Attempted Encouraging Child Sex Abuse in the First Degree.

Shortly before 5 p.m. on Friday, March 7, 2025, Foreman turned himself in to the Clackamas County Jail where he is being held without bail.
