Shortly after 11:00 a.m., on Tuesday, December 10, 2024, deputies assigned to the City of Happy Valley responded to reports of a man armed with a rifle at Camp Withycombe, located at 15300 SE Minuteman Way, Happy Valley.

Callers to 911 reported a man was carrying a rifle inside the gym building of Camp Withycombe. Based on the man’s actions, deputies determined the man, an active member of the Guard, was likely experiencing a mental health crisis.

The Clackamas County Interagency SWAT Team and the Crisis Negotiation Team responded to the base and made contact with a 25-year-old man in crisis. Members of the Oregon National Guard also assisted.

The Sheriff’s Office worked to evacuate base personnel who had been locked down as a precaution.

Around 1:30 p.m., the man surrendered and was transported to a local hospital for evaluation.

Three Clackamas County cities -- Happy Valley, Estacada, and Wilsonville -- contract with the Clackamas County Sheriff's Office to provide municipal police services.
