Sheriff's Office arrests man after reported kidnapping; tips, additional info sought

A man is in custody following a report of an early-morning kidnapping at a Roethe Road apartment complex in unincorporated Clackamas County.

Shortly before 2:00 a.m. on Monday, Nov. 25, 2024, Clackamas County Sheriff's Office deputies responded to the 4600 block of SE Roethe Road. A woman called 911 to report that an unknown man had picked up her 11-year-old daughter from the complex, placed her in his truck, and driven her to an unknown location.

Deputies spoke with the girl, who said she was walking around the apartment complex when a man physically picked her up and placed her into a red truck. She said the man drove her a short distance before stopping near some houses, where she managed to escape and run home. Her mother then called 911.

Deputies soon located a red 1998 Ford F150 and a suspect matching the girl's description in the area. Following interviews and further investigation, deputies arrested Felipe Hernandez Martinez, 47, of unincorporated Milwaukie. He was booked into the Clackamas County Jail and is currently being held on $250,000 bail for charges including Kidnapping II and Harassment.

We are releasing Felipe Hernandez Martinez’s booking photo from this incident. The release of the booking photo is for law enforcement purposes and is in accordance with Oregon House Bill 3273 for the identification of additional criminal activity.
