UPDATE (Thursday, March 2, 2023): Suspect arrested in Feb. 16 murder

On Monday, Feb. 27, Clackamas County Sheriff's Office detectives obtained an arrest warrant for 36-year-old John Paul Young of Portland in connection with the Feb. 16 murder of Jeremy Paul Kellogg at the Avana at Happy Valley Apartments on SE Causey Ave.

Later that same day (Feb. 27), members of the Prescott Valley Police Department and U.S. Marshals Service arrested John Paul Young in Prescott Valley, Arizona on charges of Murder I, Murder II, Assault I, Arson I and Burglary I.

Young is currently in custody in Arizona awaiting extradition to Oregon.

Just after 1 p.m. on Thursday, Feb, 16, 2023, the Clackamas County Sheriff's Office responded to a report of a suspicious death at the site of a fire at the Avana at Happy Valley Apartments on SE Causey Ave in Happy Valley.

Minutes earlier, crews from Clackamas Fire District #1 had responded to the complex to fight an apartment fire at Building F. While extinguishing the blaze, fire crews discovered a deceased individual at the scene and contacted the Sheriff's Office.

Sheriff's Office detectives and CSI personnel responded to the address.

The victim was identified as Jeremy Paul Kellogg, 35, of Portland. The Oregon State Medical Examiner's Office conducted an autopsy and determined that Kellogg died of homicidal violence.

Jeremy Kellogg was known to frequent the City of Portland downtown area and sometimes went by the nickname "Billy." A photo of Mr. Kellogg is attached.

CCSO detectives are asking the public for tips as they continue to investigate.
