The Housing Authority provides affordable, safe, and sanitary housing opportunities for Clackamas County residents. We provide opportunities for people facing challenges to finding stable housing because of income, disability or special needs. The projects below are in different phases of planning for redevelopment or new construction to provide improved and additional affordable housing in Clackamas County.

Clackamas Heights

The Clackamas Heights Master Plan will provide a comprehensive redevelopment strategy for an aging Public Housing community. The site is 16.5 acres and presents incredible opportunity for increased housing density on an underutilized parcel in Oregon City.

Hillside Master Plan

The Hillside Master Plan will provide a comprehensive redevelopment strategy for the Public Housing community. The site is 16 acres and presents incredible opportunity for increased housing density near amenities like Providence Medical, Lightrail, downtown Milwaukie and SE Portland.

Oregon City View Manor

Oregon City View Manor

Oregon City View Manor is a 22-acre Public Housing community with 100 units. Built in 1962, the Housing Authority will seek to sell the majority of the property because zoning and geography mean there are few opportunities to redevelop. HACC is planning to retain 4-5 acres to build new housing on the property.

Pleasant Avenue Updated

Pleasant Ave.

Pleasant Avenue will provide housing for veterans at or below 30% of the area median income. The 24-unit, fully subsidized project, will serve chronically homeless and severely low-income veterans and their families. The site is near community amenities like transit, grocery stores and health care providers.
Opening late fall 2019.

Rosewood Terrace

Rosewood Terrace will provide housing for those at or below 60% area median income. The project will redevelop a 5.29-acre lot, which consists of two buildings, Spain’s Auto Muffler shop (occupied) and Emerick Construction Offices (vacant). The remainder of the property is vacant and undeveloped land.
Opening May 2019.
